Host-World OÜ is a hosting service provider established in Estonia (European Union). We comply with Regulation (EU) 2021/784 of the European Parliament and of the Council on addressing the dissemination of terrorist content online (the "TCO Regulation"). This page sets out our point of contact for removal orders and the complaint mechanism available to our customers. Our policy and measures against terrorist content are described in the section "Terrorist content" of our Terms of service.
1. Point of contact for removal orders
In accordance with Article 15 of the TCO Regulation, Host-World OÜ has established the following point of contact for receiving removal orders and other communications from competent authorities of EU Member States:
- Email: tco@host-world.com
- Availability: 24 hours a day, 7 days a week
- Languages accepted: English and Estonian
We process removal orders without undue delay. We remove the terrorist content or disable access to it in all Member States as soon as possible and in any event within one hour of receipt of the removal order. We inform the issuing authority of the action taken using the template set out in Annex II of the TCO Regulation.
Removal orders should be sent using the template set out in Annex I of the TCO Regulation, from an official address of the issuing authority, and should contain the information required by Article 3(4) of the TCO Regulation.
Host-World OÜ has its main establishment in the European Union (Estonia), so no legal representative under Article 17 of the TCO Regulation is designated.
This point of contact is intended for competent authorities. Other reports about illegal content or abuse of our services can be sent to abuse@host-world.com.
2. Information to content providers
When we remove terrorist content or disable access to it, we inform the customer (content provider) about the removal and the reasons for it. Where the removal follows a removal order, we provide a copy of the order on request and inform the customer about the right to challenge it before the courts of the Member State whose authority issued the order. We do not disclose this information where the issuing authority decides, for reasons of public security, that it must not be disclosed, for as long as that decision applies.
3. Complaint mechanism
If your content was removed or access to it was disabled as a result of specific measures taken by Host-World OÜ under Article 5 of the TCO Regulation, you may file a complaint and request that the content or access to it be reinstated (Article 10 of the TCO Regulation).
How to file a complaint. Send an email to tco@host-world.com with the subject "TCO complaint". Please include:
- your name and the email address of your Host-World account;
- the service and the URL or location of the content that was removed or blocked;
- the date of our notice about the removal, if you received one;
- the reasons why you believe the removal or blocking was unjustified, with any supporting documents.
How we handle complaints.
- We confirm receipt of your complaint within 2 business days.
- Your complaint is reviewed by our staff.
- We inform you of our decision and the reasons for it within two weeks of receipt of the complaint.
- If we conclude that the removal or blocking was unjustified, we reinstate the content or access to it without undue delay.
Filing a complaint with us does not affect your right to seek administrative or judicial remedies. Where content was removed on the basis of a removal order, the order can be challenged before the courts of the Member State whose authority issued it (Article 9 of the TCO Regulation).
4. Preservation of removed content
Terrorist content that has been removed or blocked, and the related data, is preserved for six months from the removal or blocking, as required by Article 6 of the TCO Regulation, and may be kept longer only at the request of a competent authority or court.
5. Transparency report
If we take action against terrorist content or are required to do so in a given calendar year, we publish a transparency report on this website by 1 March of the following year, as required by Article 7(2) of the TCO Regulation.
